Harris Small Business Strategy

We firmly believe that our suppliers contribute significantly to achieving satisfaction for our customers. We value suppliers who are willing to participate with us in the achievement of excellence through continuous improvement.

We strongly believe that a key element of our supplier base is the SB, SDB, WOSB, HZSB, VOSB, and SDVOSB small and disadvantaged business segment. It is within this business community that we are focusing to identify and utilize an increasingly larger number of suppliers.

Further, we have goals in place for increasing awards with Historically Black Colleges and Minority Institutions, as well as Native American-Owned businesses.

Comprehensive Small Business Subcontracting Plan

The Defense Contract Management Office (DCMO) and Harris have negotiated a comprehensive Small Business Subcontracting Plan. This comprehensive plan covers all Department of Defense (DOD) prime contracts/subcontracts.

This plan is part of the DOD test program authorized by Section 7103 of the Federal Acquisition Streamlining Act of 1994 (FASA-Pub.L. 103-355 and 101-189 as amended). This program authorizes the use of a companywide, comprehensive plan, instead of individual subcontracting plans for each contract. The DOD established this program to determine whether comprehensive subcontracting plans result in increased subcontracting opportunities for small business concerns performing under DOD contracts.
